The UN Office of Drugs and Crime commissioned Stakeholder Forum to conduct an independent evaluation of the extent to which NGO voices were represented at the ten year review of the UN GASS on Illicit Drugs.<\/strong><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

In June 1998 the UNGA held a Special Session (UNGASS) devoted to consideration of the world drug problem.  The Political Declaration and Action Plans adopted by the UNGASS committed Member States to a set of ambitious targets in response to drug-related problems and a review of achievement 10 years after their adoption. <\/p>\n

\u2018Beyond 2008\u2019 was an initiative developed by the Vienna NGO Committee in partnership with the UNODC to provide a mechanism by which the voices of civil society would be able to contribute to the 10 year review.  The global initiative spanned over two years, involved a questionnaire, reviews of the current status of the conventions and a series of regional consultations, and resulted in a three day Global Civil Society Forum (July 2008) where 300 NGOS agreed on a single set of resolutions.  <\/p>\n

In 2009, the UNODC Civil Society Team commissioned Stakeholder Forum to undertake a full independent evaluation of the extent to which Beyond 2008 succeeded in bringing the voices of civil society to the 10 year review session.  With the following criteria in mind; relevancy, participation, efficiency, effectiveness the evaluation set out to identify the following;<\/p>\n
